Assam Football Association (AFA) was formed in 1946. However, its inception was not so smooth. AFA could not have seen the light of the day in 1946 if Maharana Club had not participated in the IFA shield that year. From 1946, the All India Football Association made it compulsory for all the clubs to take necessary permission from their respective state football associations before they confirmed their participation in a tournament which would be held outside the state. There was no state soccer body in Assam that time and to overcome the situation an emergent meeting was arranged at the residence of PK Lahiri who was a great football lover and famous lawyer. In that meeting, the Assam Football Association was formed with Fakhruddin Ali Ahmed as president and Anna Ram Barua as its general secretary. The newly formed body gave Maharana Club necessary permission to take part in the IFA shield. But as the AFA was formed in an unorganized way, Barak Valley, under the leadership of some top sports organizers from Silchar, challenged the legality of the AFA. Silchar was at that time a strong force in state football. They too constituted a separate state association with Fakhruddin Ali Ahmed as president and B Roy Choudhury as its secretary. It created a lot of controversy and the hitch was so bitter that it was dragged to the court. The legal battle continued for the next five years. It came to an end in a joint meeting held on November 18, 1951 at Shillong which was also attended by Pankaj Gupta, the then president of the All India Football Federation. Finally the dispute was solved and the Assam Football Association got the approval.
